NeutronResourcesTestJSON started failing in nightly tempest all run

Fails in setUpClass with this stacktrace. I didn't see any funny ERRORs in the logs (for heat anyway). The neutron logs are strewn with errors even on successful runs.

It looks like there a was a heat regression fixed by this change. Can you confirm the test is working again?

The periodic jobs passed over the weekend so I guess this was fixed.
