tempest_resources role creates subnet w/ no name

The subnet created via library/neutron module is not create with a subnet name. This makes it difficult to auto-delete in cleanup scripts etc.

    LXC neutron library update

    This change adds a new required argument for subnet_name, and changes
    network argument to net_name. We subsequently update the
    tempest_resources role to reflect the updated arguments.
