Fontconfig error during setup

Bug Description

I'm installing hoary-current from scratch.

While setting ttf-arphic-gbsn00lp, following error is printed:

Fontconfig error: Cannot load default config file

At what point in the installation does this happen? On a system here with
the current fontconfig installed, if I install ttf-arphic-gbsn00lp, all
goes smoothly with no error messages whatsoever. Do you have any other non-
default fonts installed as well?

It was during a fresh install using qemu with a blank harddisk-image.
Think it was after the first reboot, where ubuntu configures the most packages.
BTW: It happended also at other font-packages.

Once your system is installed, if you install a new font package (or
purge/install one of the ones that gave you errors during installation), it
no longer prints any errors, right?

If so, this is merely a cosmetic side-effect of some fonts being configured
before fontconfig is, but isn't really a techinical problem, as fontconfig
rebuilds its cache when it's configured later.

I might see if I can shut it up anyway, just to make things prettier during
installation.

This doesn't happen anymore in breezy with the re-shuffle of how fontconfig's
config files are handled.
