linuxbridge mechansim driver ignores enable_security_group

The linuxbridge mechansim driver is ignoring enable_security_group in ml2_conf.ini.

i.e. neutron security groups are still used when /etc/neutron/plugins/ml2/ml2_conf.ini has:

[securitygroup]
enable_security_group = False

    Make lb mechanism driver use enable_security_group flag

    This patch allows Neutron security groups to be enabled or
    disabled with the enable_security_group flag when using the
    linuxbridge ml2 mechanism driver.
