Steps:
1. Create any cluster with nova network
2. Open networks tab
3. Add new ip ranges in public network section
3. Click 'Use vlan tagging' checkbox in public networks section

Expected - field to enter vlan id appears
Actual - get message 'Invalid vlan id' and no field appears (scrren is attached)
