"close" instead of "close all" when single instance is open

Bug Description
When you right-click an app in Plank and want to close it, the only option is "Close All", which suggests that there is more than one window or instance of the app running.
This should (IMO) be "Close" for apps with a single window or instance and "Close All" for apps with multiple windows/instances running.
I suppose "Close All" is easy as it escapes the issue of providing a way to close the individual apps from Plank rather than the Screen overview or similar.
