Bug Description
In the current releases of MOS (5.1.x and 6.x) Murano supports only one Network topology type: one router per tenant. Murano will create networks and assign all networks with the router in the tenant.
We have some issues with this approach on different custom installations and we need to adopt Murano for different installations, for example, for cases when we have no router in the tenants.
