Hardcoded initial database version

Migration repositories provide hardcoded initial version value or even missing it at all. Need to provide single automated tool to get real initial version from any migration repo.

This sounds like more of an opinion than a bug. How is this a bug, can you run a db_sync command and attach output?

    Migrate_repo init version helper

    Helper function to determine init version for migrate repository. We
    need single automated entry point to determine an initial versions of
    repositories. Hardcoded and distributed initial version values could
    contain wrong (for example old) value.

This issue was fixed in the openstack/keystone 9.0.0.0rc1 release candidate.
