[compute] Cookbook should archive deleted rows

Deleted VMs in Nova should be archived from the active table by running '/usr/bin/nova-manage db archive_deleted_rows --max_rows <MAX ROWS>' at a daily interval.

By default, it looks like 100 is a common amount for MAX ROWS.
