Message says:

Could not determine the upgrade

An unresolvable problem occurred while calculating the upgrade.

 This can be caused by:
 * Upgrading to a pre-release version of Ubuntu
 * Running the current pre-release version of Ubuntu
 * Unofficial software packages not provided by Ubuntu

If none of this applies, then please report this bug using the command 'ubuntu-bug ubuntu-release-upgrader-core' in a terminal.

you want install Ubuntu 14.04 LTS ?
Upgrading from Ubuntu 12.04 LTS or Ubuntu 13.10 on a desktop system:
    Press Alt+F2 and type in "update-manager" (without the quotes) into the command box.
    Update Manager should open up and tell you: New distribution release '14.04 LTS' is available.
    Click Upgrade and follow the on-screen instructions.

Offline upgrade options via alternate CDs are no longer offered for Ubuntu Desktop and Ubuntu Server. Please ensure you have network connectivity to one of the official mirrors or to a locally accessible mirror and follow the instructions above.

If you want retry : in terminal

sudo dpkg-reconfigure -phigh -a

Sorry, I thought the automatically-filled details would give context, so I wasn't very clear in the description.

I know how to start the upgrade from 12.04 to 14.04, but when I do that I get the error message I pasted at the top of the description. I've amended the description to reflect this.

I tried the terminal command you suggest - it ran for several minutes with no visible output and stopped. Attempting to update after that still gave the original error.

You seem to have installed the cinnamon package on Ubuntu 13.10. Unfortunately, that package is not available yet for 14.04. To upgrade to Ubuntu 14.04 LTS you'll need to either wait for a fix for cinnamon to be available or uninstall the package and then upgrade.
