Bug Description

Affects 6.0

CentOS kernel has a built-in openvswitch-datapath module but it's outdated. So that why Fuel installed kmod-openvswitch package with newer version of openvswitch-datapath.

But after https://review.openstack.org/#/c/133341/ has been merged a Package resource "openvswitch-datapath" became undefined, and that means we started using an old OVS-datapath again.
