Horizon default configuration on CentOS makes it impossible to create new projects

Setting OPENSTACK_KEYSTONE_DEFAULT_ROLE in /etc/openstack-dashboard/local_settings is equal to 'Member', this causes creation of new projects to fail in Horizon. The right value for this setting in Juno, which is compatible with Keystone is '_member_'. It makes me think that https://github.com/stackforge/fuel-library/blob/master/deployment/puppet/horizon/templates/local_settings.py.erb#L144 doesn't work as expected.

I guess that during generation of local_settings.py on Ubuntu the same parameters are used, am I right? If so, the fix will remedy Ubuntu dashboard installations as well.

Yes, puppet uses the same template for both Ubuntu and CentOS deployments.
