Bug Description

[2014-11-26T07:20:49-08:00] ERROR: service[neutron-server] (openstack-network::server line 63) had an error: No such file or directory - /etc/init.d/neutron-server restart; ignore_failure is set, continuing

because ubuntu uses upstart file /etc/default/neutron-server to spawn the service, we need to adapt to ubuntu family when doing service restart.
