Bug Description

When connecting to https://www.openstack.org, either directly or after having logged into the site, all the menu links in the top bar also change to https://. This does not work for https://docs.openstack.org, as that site is only responding to http, resulting in a "connection refused" error for the doc link.

Ideally nowadays any web site should be reachable via https, but if there is a reason not to do this for docs.openstack.org, at least the link should be fixed.
