dvr unit test requires sudo

When running the following unit test, I get prompted for my sudo password:

$ tox -e py27 neutron.tests.unit.openvswitch.test_ovs_neutron_agent.TestOvsNeutronAgent.test_get_dvr_mac_address_retried_max

I'm on master commit 575b3fe84ca1bb6ef87db379cae34040abfca89e.

    Drop sudo requirement from a unit test

    I noticed while working on some other stuff that a unit test was
    prompting me for my sudo password. I narrowed it down to the
    offending test case and fixed it by mocking out the execute util, as
    is done in several other places in these tests.
