HDP and CDH plugins should not require the Internet access

HDP and CDH plugins should not require the Internet access during the deployment.

For HDP plugin we already have fix https://bugs.launchpad.net/sahara/+bug/1320991
we also should fix it for other plugins.

It's better to have two separate issues for plugins - you'll have separated fixes for each plugin.

    [CDH] swift lib support

    Currently we have add swift lib jar into the DIB, so the cluster need
    not to download the lib jar from outside repo
