Bug Description

In rollback_automatically_simple_env test we are expecting 'Create volume' ostf test to fail - but in 5.1 deploy_neutron_gre cluster has storage node so this test won't fail.

Increasing importance to high, because this issue causes permanent failure of 'rollback_automatically_simple_env' test ('upgrade_rollback' thread on CI always red):

    Remove expected failure in OSTF for rollback test

    In the test for rollback after failed upgrade we expected
    that one health check fails, but currently an environment
    has storage nodes, so all checks should pass.
