system test 'ha_check_monit' failed because 'monit' package is not installed (HA)

Jenkins CI job: http://jenkins-product.srt.mirantis.net:8080/view/6.0_swarm/job/6.0_fuelmain.system_test.ubuntu.thread_5/35/, test 'ha_check_monit'.

The test kills 'nova-compute' process on compute nodes and wait until it will be restarted by 'monit'.
But there is no 'monit' package installed on the compute nodes despite the fact that the package is in the repository:
