use-https=yes does not propagate keystone ca cert to related services

Bug Description

Setting use-https=yes should enable the keystone endpoint in https mode, but allow the rest of the cloud to be used with http still; however the ca cert is not propagated to related services until https-service-endpoints is set to True.

This is the most probable configuration, but it should work without https-service-endpoints being set as well.
