[system-tests] Need to run patching tests without upgrade to cover update clusters from 5.1 to 5.1.1

For now we run update only after upgrade pass here https://github.com/stackforge/fuel-main/blob/master/fuelweb_test/tests/tests_os_patching/test_os_patching.py

It was needed for run update procedure in 5.0 env(according update is available starts from 5.1), but for now, we do not need to run upgrade to patch clusters from 5.1 to 5.1.1

wee need to change test amd also package-fixture, according to package version was increased
