Network check: mcollective availability

Based on https://bugs.launchpad.net/fuel/+bug/1373988

After discussion was decided that check for all operation do not need. But for part of it: provision(1373988) and network check (this) it will be useful.

We need to add simple mcollective node availability check, for example, using mcollective execute_shell_command with simple command "echo 'test'".

Also this check should work with large number of nodes to prevent repeating problem like https://bugs.launchpad.net/fuel/+bug/1377105

    Add check nodes availabilities via mcollective

    Network validation could take a lot of time
    especially if nodes not availablity via mcollective

    Before network check we just run mcollective check
    and if it failed, report about it and do not
    run network check.
