API Tests failing

API Tests should pass. Currently a number of them are failing. Get the green, and then they can be incorporated into the gate.

we need mimic in place and run the tests against the mimic docker instances.

This will allow the tests to more quickly move into a deployed state, and hence be able to run more reliably.

    Speed up failure state detection
    Fixed test_list_services_multiple_page
    Fixed invalid exception thrown
    Ignore flavor creation tests when config setting is set to False
    Added negative test for origin with duplicate rules
    Removed falcon validators
    Refactored Service and Flavor Schema Validation functions
    Fixed issue with duplicate request_url rules for origin, caching
