Specify host and port for Spice HTML5 Proxy

Bug Description

To specify the host and port on which the Spice HTML5 proxy will run, I now use:

[spice]
html5proxy_host=10.18.81.3
html5proxy_port=6082

These options are not mentioned in the documentation, but are as far as I can see the only options to set host and port for the Spice proxy. Should these options be added to the documentation?

Gauvain, these options are in nova/cmd/spicehtml5proxy.py - how can we add them?

    Add a hook for nova.cmd.spicehtml5proxy

    The cmd/ folders are excluded from the autohelp imports to avoid ending
    up with a bunch of CLI options. nova/cmd/spicehtml5proxy.py holds real
    configuration options and needs to be imported.
