Bug Description
When I use rally to test openstack + cpeh, run parallel access (e.g. 100 threads) to check the volume performance, I find that increasing cinder-volume workers will helpful for the create/delete volume throughput.
It is helpful to add an configuration option to allow user adjust t he cinder-volume workers conveniently.
