Vagrant images need to be rebased on 14.04.1

Bug Description

The vagrant images missed the point release, they are currently 14.04, please

- Rebase them on 14.04.1
- Also rebase the Juju vagrant ones
- Future-proof the build scripts so we don't miss point releases.

For Cloud images, we don't do point releases; we use serials. Vagrant images are derived from the cloud images.

Cloud images are updated whenever new updates hit the archive. So long as you repull your images, you should always be current (or nearly so).

Well, I don't think the Vagrant images are actually updating, then:

The version is listed as 14.04 with a date of April 11 2014, 12:36 UTC (9 months ago)

Maybe the "serials" should be used as the version number in Vagrant?

Sean, I'm not 100% sure who manages those images (but will work it out).

In the meantime, you'll definitely get the latest and greatest by using the boxes at http://cloud-images.ubuntu.com/vagrant/.
