Sometimes significant lag between snap dialog and ringtone start

Bug Description

Version: ubuntu-touch/ubuntu-rtm/14.09-proposed r140 krillin

When testing a large number of phone calls it could be seen that on certain calls there would be a significant delay between the snap decision dialog being displayed and the ringtone beginning to play.

In extreme circumstances this could cause calls to be missed as there would not be enough time to answer.

Doesn't look like an indicator issue to me, it's the ringing which is delayed and that is coming from the telephony service rather

Please enable debug on pulse audio, retest, and give me back your syslog. But please also save the timestamp when the dialog shows up, to see if it was indeed pulse that got blocked or something like that.

To enable debug on pulse:
$ sudo sed -i 's/--start/--start --log-level=debug/g' /usr/share/upstart/sessions/pulseaudio.conf

I marked the ofono task as Incomplete because I wasn't sure who added it in the first place.

As the bug involves a delay between the snap decision and the audible alarm, it's doubtful to me that this has anything to do with ofono.

If someone has evidence and/or some kind of theory of how ofono is involved, please add to the bug.
