Bug Description
1) Send to deploy environment known in advance that deploement will finish with errors
After deploement will fail, there are no chances to make changes to this environment.
So this environment couln't be fixed and all left to is to delete it.
We need to add opportunity to fix failed environment.
The root cause for that is in sessions: need to create new session when user wants to redeploy environment
