I've contacted Sebastian Dröge who made the ITP on debian, he said that he has contacted upstream to have release but has no answer.

I was looking at a new project called Tasky (https://launchpad.net/tasky) that works with your Remember the Milk account. It can not be built on Ubuntu (Gutsy) due to this dependency not being available.

For those that just want to get notify-sharp installed, try using the Banshee PPA at https://launchpad.net/~banshee-team/+archive

They have a package called libnotify0.4-cil which is notify-sharp.
