Print settings window reports "Print service is unavailable - Bad file descriptor" until cups is restarted

Bug Description

In the KDE Print Settings window, there are no settings (as expected) but a message reading "Print service is unavailable - Bad file descriptor":

When I restart the cups service, all is well and I can see print settings.

http://localhost:631/ gives a 404 error if the problem is present.

Put "service cups restart" in /etc/rc.local

Is the cups service running (before restart) when you have the problem, on a terminal run:
sudo service cups status
to find out
If so check please attach /var/log/boot.log

When bug is present, cups is running:

After I upgraded Ubuntu 14.10 to 15.04, the bug disappeared.

Encountered this bug in Ubuntu 16.04.3 LTS. CUPS server is running, but System settings shows "Print service unavailable. Bad file descriptor". Restarting CUPS does not help.
