please sync from debian libieee1284 (0.2.10-8)

Bug Description

According to [1], this fix is critical for libieee1284 to work with new Ubuntu kernels.

libieee1284 (0.2.10-8) unstable; urgency=low

   * debian/patches/02_procfs_nlink_zero.dpatch:
     + Added; Remove the nlink > 2 check from the procfs detection routine.
       Newer kernels have nlink = 0 for all directories in procfs (at least
       under /proc/sys).

Daniel, what does this have to do with the kernel? The patch that Phillipp is proposing is in an application library.

I simply suggested to resync the package with the newest Debian version to get the patch into the Ubuntu version of libieee1284.
