Bug Description
The UI we have now uses dropdowns where it needs multiselect boxes in two critical places:
1. I can only select 1 ruleset for provide/consume when i create a group.
2. I can only select one rule when creating a ruleset (which defeats the definition of a ruleset after all).
To make matters worse, the "+" is confusing as it makes me think I can add other rulesets/rules but its really just a link to the wizard to create them. It should maybe say "New" instead.
This is a HUGE limitation in the UI.
