Accordion menu: allow multiple sub-nav menus to be open at one time

Bug Description

Currently, the left nav menu in Horizon has an accordion feature where one can click on sub-nav items (e.g. Compute, Network) and they will be revealed or be hidden. The interaction is such that clicking one of the sub-nav headers will close any other open sub-nav headers.

This behavior makes it hard for end-users to switch frequently between Compute and Network sub-nav items as it requires an extra click to reveal the contents if it happens to be closed.

Since there is lots of vertical real estate on the side nav, we should allow opening multiple sub-navs at one time.

I believe that the accordion feature was introduced in order to address the vertical space problems that were formerly present. Perhaps this is an opportunity for adding a user preference to control the automatic closing of the previous section when another one is opened?

Before making this change, a blueprint should be created and the ux team should be consulted.
