trove cli changed in an incompatible way, has broken devstack exercise

All cells dsvm jobs are currently failing because they test with exercises, which includes the Trove exercise. This no longer works.

I'm going to fast approve the removal of Trove exercise because of this.

The trove team needs to put some testing in place in the trove client to ensure breaks like this don't happen in the future.
