Fixing to:

a) Bootstrap the node on upgrade if there are other nodes in current PC.

b) Otherwise, restart the existing service.

@Hrvoje,

That is probably because the post-install script executed is of older package
and not of the newer one.

Testing with upgrade from one testing package (with fix) to the next one should
allow you to see the changes.
