Bug Description
1. Mark a bug report as private.
2. Try to move it to a project that only allows private bug reports.
What should happen: It works.
What actually happens: "There is 1 error in the data you entered. Please fix it and try again ... The XYZ project doesn't allow Private bugs."

The target project is configured to only permit Proprietary bugs -- Proprietary != Private.
Moving bugs between projects with different security levels is strongly discouraged due to the risk of leaks in history and metadata, and you should usually be reporting a new bug instead. In this case, the differing security levels of the projects make the move impossible.
