Bug Description

Mike writes: Fuel doesn't deploy standalone Swift nodes.
Swift is used only on controllers. So you are correct, you can add more Swift capacity by adding more controllers. We have been considering considering making separate swift role, though it never happened to get resources for it.

This is not what the Swift terminology article implies; the article needs to be corrected.

    The Swift docs did not explicitly state that Swift can only
    be installed on Controller nodes This is added to the Terminology
    article and to the list of planning considerations.
