No way to disable authority record propagation at ingest

Bug Description

When attempting to do an authority record reingest without re-doing all the bib linking, I discovered, that, although there was more than one setting in config.internal_flag that seemed relevant, none were consulted by the authority.indexing_ingest_or_delete function.

Pushed Chris' patch with Mike's signoff and changes to master, with backports to rel_2_7 and rel_2_6. Thanks guys!
