Bug Description
with 20 hosts/2000 VM powervc, nova-powervc startup is very slowly, 1-3 hours to startup 20 manager services, and several hours to finish initial sync..
We'd better cache the hyeprvisor/vs rest call for powervc as we can threat it's not changing during startup, and later sync will update those resources.
