photo deletion confirmation dialog does not rotate to landscape

Bug Description

1- launch camera-app
2 - rotate device to landscape
3 - take a photo
4 - swipe to show the mini-gallery
5 - tap on the top right icon
6 - tap on the "Delete" menu item

Expected outcome:
A confirmation dialog is shown in landscape

Actual outcome:
A confirmation dialog is shown in portrait.

Shouldn't dialog rotation be handled by the toolkit? It seems to work without specific codes in other codebases

that issue seems to be resolved with the new shell rotation feature in vivid-overlay-proposed?
