nova-api failed to start on compute node because of missing 'python-memcache' package

Jenkins CI job http://jenkins-product.srt.mirantis.net:8080/view/6.0_swarm/job/6.0_fuelmain.system_test.ubuntu.thread_3/17/ , system test 'ceph_ha_restart'.

Steps to reproduce:
            1. Create cluster: Ubuntu, nova-network flat-dhcp
            2. Add 3 nodes with controller
            3. Add 2 nodes with compute
            4. Deploy the cluster

Result: Instances are not created: nova hangs at "Spawning" stage.

Service 'nova-api' failed to start on compute nodes:
============= /var/log/nova/nova-api.log
2014-11-05 15:51:26.932 27277 CRITICAL nova [-] ImportError: No module named memcache

Manual installing the package 'python-memcache' resolves the issue.
On the controllers, this package is installed as the dependecy of the package 'memcached', but on the compute nodes package 'memcached' is not installed.
