Node 'releasing' should have a timeout

Bug Description
There is no timeout when releasing a node. There should be a timeout that moves the node to 'Failed Releasing' eventually.

I think this is easy with the monitor stuff, since I just did the same for commissioning. Hence targeting to 1.7.1
