[ui] it's impossible to customize cluster in wizard without mouse

When using cluster creation wizard it's impossible to customize cluster settings without using mouse. Tab key operations simply don't work everywhere, except the first step.

Do you know the reason why it is impossible? Also, pane names on the left side should become <button>s

seems to be a bootstrap issue - will be fixed after migrating to Bootstrap 3 https://github.com/twbs/bootstrap/commit/6b6476fcd93d8ab368afa9149361fac43d15019e
