Please allow admin to delete releases

Bug Description

Once someone has set a release, there is no way to delete it. We should allow this by the project admins.

Related to bug 2141

(Edit: the original description asked also for editing which we can do in the admin interface).

Yes please!

In the admin UI (for admins) would be most welcome! If only to reduce the possibility of getting the "DELETE FROM..." incorrect.
We don't get that many per month, maybe a handful or two, but is enough to want a "safer" way of doing this.

Joey, do we want to allow project admins to delete a release which has files associated with or should this be restricted to the ones which have nothing associated with them?

Great question.

After some thought, the answer is no.

However, it would be nice to present a message to the admin who attempts this :-) That way we can pass that on to the user and point to our Legal page which says that we keep all data from FOSS projects.

The one exception is if the files have bad data (porn, non-FOSS items, etc) in which case we can craft an SQL update to fix it.

Project administrators and LP admins already have the ability to delete project download files through the UI.

Excellent! We didn't have that ability when I first posted the bug
(something like 2 years ago). Glad to see Launchpad's feature set has
continued to grow.

We can at least now mark the milestone with bad data as "Inactive" so it
doesn't show up on the front page for the project (I see that another
project admin for Parrot has already done so), and can probably reuse
that milestone ID for some other milestone to make it disappear entirely.

I see that a I can delete a release from the series page, but I cannot delete a release from the release's own action menu. I would look at the release before deciding that I don't want any part of it.
