Bug Description
Several text editors have a setting to allows scrolling several lines past the last line of a file. This is ideal as it lets the last few lines be moved closer to the middle of the screen instead of at the very bottom.
Can an option to enable this functionality be added to Scratch's Preferences popup?

It is unlikely to be added Preferences but if it is considered desirable in may be made default.
