Bug Description
Specifications that were deleted from the neutron-specs repo are still present and served out, even though the source RST files have been deleted.

The root cause is that scp is used to copy the build objects over. Perhaps using rsync with the --delete option should be considered

Specifically, the Jenkins SCP publisher plug-in is used and to my knowledge there is no similar plug-in to perform rsync. However, we should be able to solve this through implementation of http:// specs.openstack .org/openstack- infra/infra- specs/specs/ doc-publishing. html once it's in place.
