Can not add role if role does not exist

Bug Description

There is a logic in heat-keystone-setup, if a role does not exist, die_if_not_set check user_roles will exit the program instead of to create role.

    Remove die_if_not_set check for var user_roles

    Since the later logic will add role if the user role is not
    found. "die_if_not_set" check will exit the main script.
