gear icon menu doesn't open on touchscreen

Bug Description

I am using Scratch on elementary OS 0.3 Freya Beta 1 on a Dell Inspiron 11 3137 touchscreen.

When I tap (using the touchscreen) on the gear / menu icon, it highlights and looks pressed, but the dropdown menu does not appear.

The normal dropdown menu should appear normally like it does on click with the mouse.

This bug is always reproducible.

I'll add that the "New File" and "Open File" buttons on the welcome screen don't work either.

I noticed that Geary's setting button opens correctly with touch as well as mouse. Maybe I should see how they do it in comparison.
