MAAS's syslog log level can't be changed without editing code

Bug Description

The log level for maas.log is hardcoded to INFO in src/provisioningserver/logger/log.py. This setting should be changeable through a config file or database setting.

We have plans to make this changeable through an API call, so it should go in
the database as a Config entry.
