When I try to deploy environment changes if previous deployment failed and there are no nodes in 'error' or 'ready' state, it fails with error:

'Not enough deployed controllers - deployed cluster requires at least 1 deployed controller.'

The error goes away after environment reset.

@Artem, could you please describe how you get this state? I mean, what exactly did you do that you had cluster.status == error and no nodes in error state?

@Igor, first time deployment failed when I tried to setup cluster with 2 node groups: https://bugs.launchpad.net/fuel/+bug/1389160
