unbuildable due to new libghc-binary-dev

Bug Description

The elderly version of sbuild in launchpad-buildd resolves build-dependencies a little bit differently from the version in Debian. This causes yi to fail to build as it pulls in the standalone libghc-binary-dev rather than the one provided by ghc, and is apparently incompatible with the former:

From a bit of poking around in the upstream git repository, I think this will be fixed by upgrading to yi 0.10.0 or newer. For the time being, though, I think the best trade-off is to temporarily demote this to vivid-proposed so that the rest of the current Haskell transition can proceed.

This was fixed a while back, and yi is buildable these days.
